Many organisations are falling short of meeting their strategically aligned objectives. A study undertaken by McKinsey in 2012 found that 45% of IT projects in excess of $USD 15 million overran their costs and a staggering 56% failed to meet their intended benefits.


In discussion with MetaPM’s clients, this story resonates with them resulting in business cases increasingly being scrutinised, controls challenged for their efficiency and effectiveness, and senior executives increasingly being held to account for the success of their programs of work and the realisation of the intended strategic value. In a highly competitive and rapidly changing environment, Senior Executives recognise that to retain their competitive advantage they need greater visibility, oversight and control of their portfolio of programs / projects intended to deliver sustainable competitive advantage. In response to this challenge, many organisations are establishing Portfolio Offices to fill the gap between strategy formulation and execution.
These offices work side by side with the senior executive team to understand, categorise and prioritise the strategic initiatives against benefit criteria, and then balance these priorities against time, risk and competing resources and plan accordingly. This responsibility is complemented with the need to ensure that the organisation has the capability to deliver on these priorities and to monitor and control the performance of the project/program delivery from inception through to the realisation of value articulated in the original business case.
Finally, the Portfolio Office needs to continually improve the strategic delivery capability of the organisation by identifying process and capability gaps in Definition and Delivery Cycles, and looking externally to actively seek new ideas and practices that the organisation can use to improve its delivery capability through the use of people, process, data, and technology.
